Teachers are the most precious human resources in institutions of higher learning (IHL), and teachers with high qualification are the main component of competency for IHL, also the most important factor for universities to realize its objective and fulfill its social function. Teachers management included institutional governance and system innovation in IHL has become a big issue to be addressed by current higher education theories and practices.Capability Maturity Model(CMM) is a process-based management model created by software engineering; It has the characteristics of normalization and systemization required by management, emphasizes quality management and process improvement, embodies the notion of human factor-comes-first and the spirit of teamwork, which applies well to teachers management in IHL. This paper uses CMM theory and method, and combines management characteristics for such organizations as IHL, to put forward the HR-CMM framework for teachers in IHL. The paper defines behavior features at the five maturity levels, which are initial, managed, defined, predictable and optimizing levels, for HR-CMM in IHL, and clearly states the process domain and purpose for each maturity level in this model, after that sets forth phase evolving integrated system consisting of the four main themes in management focusing on human factor-comes -first in IHL, which are developing personal capability, building workgroups and culture, motivating and managing performance, and shaping the workforce.This paper tries two applications of the model for teachers management evaluation and improvement in IHL. One is the three types of teachers management assessment method based on HR-CMM: standard HR-CMM assessment method, questionnaire-based assessment and gap analysis; the other provides the preliminary tactics for improvement from low to high maturity, concerning the five stages for teachers management improvement in IHL(initiating, diagnosing, establishing, acting, learning/leveraging).Compared with the development of industry management, research and practice for teachers management in IHL are relatively weak, thus should use advanced theories and methods in industry management for reference. The preliminary probe in the building and application of HR-CMM in IHL in this paper hopefully can push forward the research of teachers management in IHL.
