When there is an increasing interest in Blended Learning, Teacher’s Blended Learning has turned into the major in-service teacher training model. At the same time, it has been considered as an important carrier of in-service teacher training professionalization. The teachers’ training institutions which play the key role in the in-service teacher training system are facing the development challenge of professionalizing to adopt to Teacher’s Blended Learning.Institution capability is the vital factor for competitiveness and development. After discussing on capabilities items and ways to advance institution’s competitiveness and development in the context of blended learning, the study puts forward an In-service Teacher Training Institution Capability Maturity Model (simple as "IT2CMM") which shall be a powerful guide and tool for achieving the professionalize goals. Institutions capablity is the ability to fulfill the training tasks with utilizing resources effectively and dealing with the external environment changes to achieve the ultimate goal. The IT2CMM is based on the the framework of in-service teacher training institutions capablities. For to construct the IT2CMM, the study need to reply to three questions:1) What is the connation and core requirement for Teachers’ Blended Learning? 2) What kind of institution capabilities are required to Teachers’ Blended Learning? 3) How to develop institutions’capabilities to meet the requirement of Teachers’ Blended Learning? After finishing the three questions, the research findings (IT2CMM) produced. In the proecess of research and analysis, the study always pay attention to connotation and requirement of professionalization of teacher training which is the guide of teacher training professionalization.For the first question, the study analyzes the meaning of teacher blended learning in the professional requirement, and is combined with the characteristics of Teacher’s Blended Learning environment to fully understand the requirements of blended learning and the complexity of blended learning situation.About the second question, for clarity, systematically oriented teacher training institutions ability for Teacher’s Blended Learning requirements, two research methods are adopted, one is literature review and another is qualitative analysis based on practitioners’ interview. According to the two results, the paper constructs and puts forward a five-dimension framework of capabilities of in-service teacher training institutions referenced for the organization theoretical results. The capabilities framework consisting of 23 capabilities items is demonstrated by researchers’ investigation.Based on the institutions capabilities framework, the study constructs the In-service Teacher Training Institution Capability Maturity Model which involves three elements:capabilities items, capability maturity levels and practice performance. The IT2CMM describes the developing process of In-service Teacher Training Institution Capabilities, and is considered to help the institutions to find a highly individualized approach to improve Teacher’s Blended Learning capabilities. The accurate description of IT2CMM’s practice performance is based on literature research, case study, and the best practices of the researchers’ interview. In order to ensure the scientific and usability of the maturity model, the study has carried out a small scope of tryout. Besides, the study conducts a case study of IT2CMM in a teacher training institution (simple as "H" institution). It is found that the IT2CMM can identify the advantages capabilities of "H" institutions and the key capabilities to develop urgently. The case study also proves the usability of the maturity model. To improve the key capabilities, the study puts forward some developmental strategies for "H" institution.
