In the late 1920s in China there rose a huge campaign of rural education, which last out in 1930s and was interrupted by the all-sided invasion of Japan in 1937.So far there has been lots of researches about the experiments of rural education which were initiated and led by the famous educators such as Liang Shuming and James Yen .However, as far as the counterparts led by the educational authorities of the Nationalist government, the concerning researches are scant.The thesis selects Jiangsu Province as the researchful object for Jiangsu is the first province developing public mass education in its whole province in the late 1920s and the most influential one in public mass education in China. The thesis pays attention to investigate the process of the origination and development and modification and interruption of the system of the public mass education in Jingsu. Considering Department of Education of Jiangsu Province had no overseas or domestic model for reference, the above-mentioned process is not a imitational course but a kind of exploration on their own initiative. In the presentation of the evolutive process above, the thesis pay attention to probe into the backgrounds and causes of the issues and revisions of a series of important regulations concerning the pubic mass education of Jiangsu ,which were issued by Department of Education of Jiangsu Province ,and then examine how these regulations was performed in the practical activities .At last ,this thesis compare the pubic part in the campaign of the rural education in China with the private counterpart, and attempts to find out the advantage and disadvantage of the public mass education.The materials of reference of the research mainly come from two important periodicals issued in Jiangsu Province in those time. The two periodicals contain a variety of valuable historical materials concerning mass education , while the both ones have not been adequately utilized by the bypass researches which are mainly based on the books issued in those time.
