Due to rapid increase of use of multi-media computers and Internet in education, information technology has had great impact on education in terms of education tools and education methods. Accordingly, while students need to study more actively and individually, teachers have to change their traditional roles and acquire more educational technology capability to meet the needs for the educational reformation and development.As research and educational institutes, universities need to ensure high quality of educational technology of their academic staff. Currently, various forms of educational technology training are available across the country. It is an urgent task to improve the quality of educational technology training.Performance technology is a procedure and method to solve performance problems. Through organizational analysis and environmental analysis, performance technology is used to identify an organization's performance gap and its causes, and to reduce the gap by intervention, improving the performance of individual and the organization. Derived from the Human Capital Theory, the application of performance technology can be traced back to long time ago. It was initially used in commercial areas, aiming to achieve high profit of companies through intervention including providing training to employees to maximize the release of employees' potential and improve the performance of individual and organization. Recently, performance technology has been gradually used in education. Used in combination with educational technology, performance technology has promised very broad applications in the future.In this research, the theory and method of educational technology is used to develop educational technology capability of university academic staff and to study the performance problems of educational technology training in universities from a systematic point of view. It is a long-term task to improve the performance of educational technology training at universities. To achieve this goal, university academic staff need to apply their knowledge and skills acquired from educational technology training to their teaching tasks. Via performance analysis and cause analysis, it has been found that being lack of knowledge and skills is only one of the causes of affecting the performance of educational technology training. There are many ways of intervention to improve training performance. Solely addressing training may- not necessarily achieve the pre-set goal. It is more effective to use various ways of intervention together as it can motivate the staff and maximize the release of their potential.An electronic performance support system (EPSS) provides users a study environment during their work. With EPSS, users can study during work, and in tern, improve working efficiency. This research has developed an EPSS based on educationaltechnology training at universities. It has been demonstrated that the developed EPSS is a successful and practical application example of performance technology. Used in combination of a few interventions, the developed EPSS can enhance university staffs both knowledge and skills of educational technology and effectively improve the performance of educational technology training at universities.
