Electronic Performance Support System (EPSS for short) has been appeared for about 20 years overseas, and it came through there periods, from academic research to technologic development and practical application, so its study has been matured. But the study inland has still been in underway period, and trailed the Hesperian countries by a long way. So this article investigates EPSS from different aspects based on literature research and cases study.EPSS appeared in the area of business training earlier, and obtained a big success. As the development of performance and EPSS, they have been used in the realm of education. Nowadays, the developing of multimedia computers and internet technology provides EPSS much better technologic support, and makes EPSS develop in a new direction.This article describes the concept of performance detailedly, and describes EPSS detailedly in different perspective, such as the concept, makeup, characteristics and so on. At the same time, this article also describes the status of educational technology training of the teachers from middle and elementary schools, such as the purpose, the significance and so on. After that, this article does some case study, and gives a reason for designing and developing an EPSS in perspective of academic foundation and technologic support.Based on foregoing research, we design a C/S mode EPSS for educational technology training of teachers from middle and elementary schools. Its functions contain of users management, contents management, learner study flow controlling, and communication online. The emphases of developing EPSS are the designing and operations of database, so the article contains a lot of E-R modules and flow charts, and some representative codes for database operation, to give expression to our designing intent and programing idea.
