During this new era of all-round modernist construction of a well-off society, Jiangsu province have to work out the scientific strategy of the regional education development strategy of regional education development based on the current situation of the unbalanced regional economy and the unbalanced education, promote the growth in economy education modernization reach a new level, achieve the goal of harmony and they are the logic starting point and the standpoint of this dissertation.In this dissertation, I would analyze the regional disparity by applying the statistical methods and the economic methods based on the reciprocity, the investment system of economy and education, and further discuss the current situation of the unbalanced education development, especially of the unbalanced distribution of resources and will focus most on the educational appropriations. The unbalanced education development will lead to a series of problems, such as problems on education, economy and society. This will be bad for the economy to gain a further high-quality and for the society to become a harmonious one. To realize the sustainable development of the economy and society in Jiangsu, it must be realized first the relative equilibium of regional education. The government's ethical responsibility and unsubstitutability on function determined that it must widen thoughts, innovate thinking, change the strategy.construct the new education resources distribution mode actively. The educational appropriations consist of intra-budgetary and extra-budgetary appropriations, which are respectively regulated by the government and the market. Therefore, this dissertation attempts to explore and analyze them according to their respective characteristics.
