The differences in the evolution history of economy and education of different areas make the local authorities take different means to develop the education industry. However the differential balance can be achieved by a sound design of the primary education development scheme. By integrating various optimal education resources in a certain area, the local optimal education resources will see continual strengthening and expansion, and the balance development of education in various areas will reach a higher level and a new phase.This thesis analyzes the successful experiences of the WuHou Distrcit, Chengdu City authority in cultivating and expanding the optimal education resources. The research attempts to provide reference for some important activities, including the promotion of the integral process, the high-level balance development of education, as well as the education innovations in the suburban area and urban areas. This research orients the current and future education development, establishes the foundation of pragmatic analysis, and focuses on the different characteristics of local education evolution. It summarized and analyzed the methodologies and schemes that can be used for reference by the similar areas, and performs a pragmatic research on various practice modes and brings forward the corresponding suggestions.1.Three layers of relationships are put forward. Firstly, the layer of operation, that is, the integrating layer of simply utilizing the resources; secondly, the layer of coordination, which make the local optimal education resources allocation an overall plan; thirdly, the layer of strategy, in which, the integration of resources bases on establishing the mechanism for the integration of resources, trying to form the resources of key developing power, key competition power, the power of self-development,et al., and promoting the development of the conotation meaning of the school to make it become a school of optimal education by multi-layer integration. 2.The mode of binding development of integrating the optimal education resources of the strategy layer is anatomized and researched.The mechanism of integrating the local optimal education resources and the upgrading path of the development of the urban and suburban village schools are set forth. And ,practical research is conducted and on the major problems of the mode of binding development, and countermeasures and suggestions are brought forward.3.The developing mode of education groups of multi-layer resources integration is anatomized and researched, and the developing methods of compaction, looseness, running a school on a commission basis, the output of management and other developing methods are set forth.The major problems of the mode of education groups, and countermeasures and suggestions are brought forward.4.The operating ways and values of the mode of education and research resources integration on the layer of coordination are anatomized, researched, presented and commented on.5.The mode of consulting, matching, and utilizing of the integration of visible resources on the layer of operation is set forth in detail , the major problems are practiced, and countermeasures and suggestions are brought forward.
