With the rapid development of economy and technology, with the establishment of market economy and rapid development of advanced education, university has changed enormously in many respects, such as scales, administrative levels, structures, quantity of social resources being controlled, and the ability to influence society. University, which has stepped into social center from the edge, is playing more and more important role in economic construction and social development. At present, in 21st century, university rear-service as "bottle neck" of the development of advanced education career can't meet the need of advanced education's development in our country. To socialize university rear-service is the demand of our era, which will further our country's system reform and is an important part of advanced education system reform. University rear-service socialization reform has been conducting on national scale for many years and has gained considerable management experience and various operation patterns. However, it is far away from the ultimate aim of university socialization reform. University rear-service socialization reform being conducted currently is just to improve management way and operation patterns and just to copy the operation model of the enterprises. The management subject of university rear-service is still the university administration. University rear-service establishments, which combined education property with enterprise property, don't have the complete legal person qualification. What's the ultimate aim of university rear-service socialization reform? What's the developing strategy? What application project will be adopted to carry out the reform? All is not certain.The author has more than ten years' experience of university rear-service management, and has studied MBA specialized theory for two years. Therefore ,the author assumes that it is up to him to analyze and study university rear-service socialization reform and put forward rational proposals. In this paper, the author will define university rear-service and university rear-service socialization reform and recognize reform range and ultimate aim of university rear-service socialization reform by investigating, consulting documents and discussing with experts. The developing strategy of university rear-service reform will be made out by SWOT analysis of inside and outside environments of Shandong province university rear-service. University rear-service establishments is like a mini-society, involving many works and is very complicated to operate, so the developing strategy should be a combined strategy, whose main part is SO strategy, meanwhile drawing lessons from ST, WO and WT strategy. That is, by taking advantage of good national policies and advantageous environment of social economic development, registered company, whose body is university rear-service establishments ,will be put up and the legal person will be established. The purpose is to improve theadministrative structure and make full use of all resources inside and outside the university and make the rear-service establishments work well. By analyzing and studying university rear-service function situation home and abroad, combined with socialism market economy theory, modern enterprise regulation theory, corporation theory and management original theory, the specific application project is made out. In the process of establishing the application project, the author attaches importance on solving the problem of fund and property for the rear-service company's establishment. And the author come up with some new ideas, such as interest-free capital, rear-service staff being stripped policy allowance and rent-free property. With regard to the staff, the theory of centered on human should be insisted. University rear-service socialization reform is rear-service business reform. For the staff as the main body of rear-service, advantageous policy should be adopted, and at the same time adopt some humanity method to solve problem, such as retiring in advance, transferring the post, and so on. Apart from the supervision of the company, a university rear-service management committee should be appointed to supervise and manage the operation in term of contract and treaty. All those new ideas reflect the public good principle of university education.
