The teacher is the practitioner of all-around education, and is also the explorer and practitioner of curriculum reform .The qualities of the teacher directly affect the quality of teaching and affect whether the students can develop all around. Especially in the latest background of curriculum reform, the requirement for teachers is much more strict than before . It is necessary demands of modern education reform and development to own a large group of leading teachers and by training to cultivate them. Combined with my own teaching practice and the survey and analysis of the current state of the teachers in primary and middle schools, this thesis further discusses the present situation of the cultivation of leading teachers, the connotation and the requirements, the significance and the functions, the premise and foundation, and the approaches and the measures to accelerate the leading teachers group' s constant development.This thesis is divided into seven parts.
