| The development of rural compulsory education is both a hot and troublesome issue in China, and the education investment question is exactly the bottleneck of it. It is system of "taking charge of, differentiated control of place" that the rural compulsory education of our country has been implemented for over 20 years. Because of the national conditions and the investment structure, a lot of problems exist in the rural investment field of compulsory education of the poverty-stricken area of the midwest. It solve some old problems of investment in rural compulsory education that rural reform of taxation expenses and following reform of the management system of education of" take county as the core ", but at the same time it also bring some problems, The existence of these problems has seriously fettered the development of our rural compulsory educational.This paper has explained the intension of education investment at first, then has reviewed the history of our country's investment in compulsory education. In the second part the author chose two rural areas in Henan province in where the economic situation is different. By analyzing the situations, I deposit the questions: the insufficient input in compulsory education of poor rural is insufficient; the input disparity in compulsory education expands constantly among urban and rural; the investment of rural compulsory education is poor benefits. On this basis, I have proposed some countermeasure and suggestions to solve these problems: strengthening government responsibility; dwindling the disparity of urban and rural; increasing the total amount of input o; raising the service efficiency of the investment.The research of this paper may not necessarily surmount others' theory, but it can offer support of real example nature for existing theory and offer the practice suggestion for reform of the educational investment structure. It is useful to the development of Wugang's and Fugou's compulsory education. |
