Investment In Rural Compulsory Education In China

The problems of agriculture, countryside and peasants are prominent to economy and development of contemporary Chinese society, and the condition of these problems will determine the modernize process of China. The rural education is not only the foundation but also the important demonstration of the development of countryside. The government put the stress on the rural education in the reforming and development of Chinese education, by means of policy consideration and development of Chinese education makes a lot of progress.But since the middle of 1990's, due to the historical reasons, compulsory education finance management system based on county, especially the reforming in taxes and charges, the education investment situation with many sources has been broken, finance investment become the main source on compulsory education, and the partake system based on all levels finance on education has not been set up, compulsory education in China has faced with many serious questions. One important factor is lack of financial investment. Educational fund is the foundation to develop rural compulsory education. It is necessary to establish stable and continual development in investment and management system.Based on the economic theory of public goods and externalities, this paper analyses the pure public goods properties and positive externalities of compulsory education, indicates that only government acts as the main pole, can compulsory education be ultimately developed. Comparison and analysis aiming at compulsory education investment system has been made between our country and others. The experience we can study from other countries is given out. Ground on the historical and modern reality of our country, the main problems in Chinese rural compulsory education investment system are pointed out. They are lack of education funds, unreasonable allocation of investment, heavy debt of rural education and low efficiency of educational resource. The reasons for these problems are: low investment of finance funds, single channel of running school, excluding folk education funds investment and drawback of the new system. At last, in accordance with the problems and causes in Chinese rural compulsory education, the advice on policy to consummate our country's rural compulsory education investment system is drawn out: understanding the rural compulsory education correctly, making clear the obligation of the government, increasing the financial funds investment, and encouraging social funds to run school.
