Great achievements have been made in China's higher education as is reflected in the remarkable improvement in its scale and quality since the reform and opening-up. The scale is ever-increasing particularly in the recent years with the enlargement of the enrollment and the expansion of campuses. In a specific country ,under the influence of its politics ,economy, social conditions and even institutions of higher learning themselves, education enjoys objective law of its own. Therefore, the establishment of a moderate development rate of higher education under the current circumstances with the benefits drawn from the present conditions of various kinds has become an important issue to the theory researchers.With the study of the economic theories on proper development of higher education, the purpose of the present thesis attempts to analyze the supply and demand of the higher education in our country and explore the development route in terms of the size of student population and expenditure on education. Meanwhile, with the establishment of patterns for the proper development of higher education and the analysis of the problems and myths in its current development.The meaning of the research of this topic, will be advantageous to deepening the comprehension of the higher education's proper development and further understanding the problems that exist in development process.
