Although a lot of achievements have been accomplished in the construction of digital instructional resources of elementary and primary schools, there are several issues about the pragmatism of the resources. Therefore, the paper focuses on how to construct efficient and pragmatic digital instructional resources.Taking the undergoing provincial thematic database as an example, the paper probes into pragmatic strategies of digital instructional resources building from the perspective of knowledge management and examines their effects in the mentioned database construction. The result demonstrates that the thematic database based on the theory of knowledge management is more practical for the K12 teachers.In accordance with the study, the paper comprises five parts:The first part is Introduction which, via the survey aiming at resource application in practice, introduces the theme of the paper: How to enhance the pragmatism in the resource construction so that the resources are more useful for the teachers of elementary and primary schools?The second makes an analysis of current problems and development of digital instructional resource construction, presenting a clear picture of the field.The third part attempts to employ the theory of knowledge management into the resource construction in quest of the practical strategies.And the forth part present the thematic database construction of Guangdong province, as a case of pragmatic strategies implementation.Finally, the paper summarizes the study of Guangdong theme database embedded with the practical strategies and exhibits a prospect of the future study.
