This paper discusses the history, the current research and the development tendency of the examination questions database management system in China, with a focus on the evolution of the research on the examination questions database management system for agriculture and forestry universities, its functionalities and the main work involved in the different stages in the implementation of the system.We construct such a system that is applicable to examination questions of various data types. It consists of6subsystems,4tables about examination questions models,16tables about basic data, and4tables about examination questions for each subject. This paper proposes the layered randomization and an improved adaptive genetic algorithm to achieve fast and reasonable creation of exam papers. It makes possible a highly efficient and high-quality construction and maintenance of the test-paper database. In our system, the creation of an exam paper by randomly selecting test problems from the database can be done either automatically, semi-automatically or manually. In the automatic mode, a user can define its own format, content and editing tool to print the paper documents. Multi-media contents in the exam papers can be modified or displayed in the corresponding software tools using OLE technology, all these can be done within a user interface for maintaining, browsing or online testing of the system. Ease of maintenance is fully taken into account while designing the architecture of the system and the data structures used in the program. It can be conveniently applied to most courses to create exam papers, especially for courses related to agricultural courses where multi-media type of examination questions are often required.The present research stems from the need to solve real-world problem, it emphasizes practicality and follows the path of development of application software. The process is subdivided into:(1) defining the project goal, which consists of obtaining user demand statements, feasibility study, a requirements analysis and the conceptual design of the database;(2) designing the system which consists of its conceptual design, database logic design, details design and physical design of database;(3) implementation of the system, including encoding and testing the system;(4) running and maintenance of the system.
