| In recent years, as the application and popularization of Internet, educators pay more and more attention on Web-based Instruction. Web-based course is the key point to Web-based Instruction, the design and construction is getting perfect day by day, assessment of Web-based Course is a necessary part of exploitation process of Web-based course. Of course, we should not value a Web-based Course by simple standardized criteria or standardized system completely, and we can' t give only two selection lists of "Good" and "Bad" to let people select and decide a Web-based Course. Only with the comprehensive, objectively, multi-dimensional assessment of the Web-based Course, can we draw a reasonable conclusion.Based on the characteristic and request of Web-based Instruction itself, and after exhaustive explanation and classified analysis of related concepts, under the guide of related theories, combined with representative evaluation criteria of Web-based Course both at domestic and foreign countries, the paper proposes a structure system of " three-screws" assessment with development on Web-based Course and related assessment method.
