With the popularization of higher education, the issue of improving the quality of higher education has become more and more critical. However there exist the assessing target disorder in the current work of our undergraduate teaching level evaluation and the reality of the unitary plight of the major mode of assessment and evaluation. The core of the issue is of pertinence. At present, the level of undergraduate teaching assessment has not been cut in the core of higher education "professional specialty"Specialties are the basic units of cultivating qualified personnel, scientific research, as well as social services. Its structure, operating efficiency and scale of the level has a direct impact on the overall quality of higher education. Therefore, the professional assessment of teaching quality is the necessary means of ensuring the quality of higher education. Establishing a systemic theory, methods and norm system of professional assessment of higher education plays a very basic important role in guaranteeing the overall quality of higher education."External adaption" not only has historical properties and the basis of development in the application-oriented academies for undergraduate education but their basis of "professional establishment" and the crux of the professional characteristics as well. Therefore, application-oriented teaching evaluation should follow the " external adaption " to enhance social adaptability in qualified personnel training and respect the need of society.The United States, Britain and China's Taiwan region have established better evaluation systems and possesses historical experiences in teaching assessment in colleges and universities. They have classified the subjects as a professional assessment based on them and the division of labor in order to attribute the social basis of professional assessment, but they have their own way of assessment. Therefore, China should not copy others'models, but should, in our unique cultural backgrounds, make a "China's transformation" in professional teaching evaluation system according to the reality of the development of higher education.The paper has analyzed others'useful ways of organization and norm systems in the professional teaching evaluation on the basis of theoretical concept for the application-oriented professional education institutions in our country.Cases have basically been discovered at Hunan Institute of Technology.
