With the development of the social market economy and globalization, talents resource has shown its importance more and more obviously. Who possesses talented people will take the initiative to develop. Universities and colleges which take on the sacred duty to cultivate talented students must have a qualified and capable faculty. Confronted with the drastic competition for the talents, the principal task for the universities and colleges is to implement the well-planned strategy, enhance faculty construction, and create sound environments to attract the talents, retain them and make good use of them.In the recent years, under the strategy "reinvigorating the province through talents resource" issued by the Provincial Party Committee and Provincial Government, Henan Province has taken lots of effective measures to bring in the talents and improve the level of teachers; it has also made great achievements in teaching and research. However, the present situation of faculty construction can not satisfy the needs for the talents or adapt itself to the demand of constructing affluent society in our province. There are still some problems in faculty construction of universities and colleges. Beginning with the basic situation of the faculty in Henan Province, this paper presents some defects of the faculty structure and put forward some new requirements for the faculty's political and professional quality. The brain drain has become serious for some reasons, such as the deficiency in exploring human resources, the poor scheme, unscientific management system, and ineffectiveness in arousing teachers' enthusiasm. From the angle of concept, management and constitution of systems, this paper strives to search for the roots of all the problems and also puts forward some relevant solutions. As to concept, exploring of the human resources should be greatly emphasized; the talents should be retained and made good use of. As to management, managers' own quality should be improved; meanwhile, the faculty's level should be enhanced. As to the systems, policies should be perfected to bring in more talents; systems of teaching and training and of personnel distribution...
