There is more than nearly650local colleges in our country until2010year,The local colleges is becoming the most important part of our educational system, play a significant role in the process of popularization of higher education in the implementation of technology and education "construction undertake the task of building a "learning society" occupies an important place in the harmonious society with Chinese characteristics. To some extent, the development level and the quality of the local colleges and universities determine the overall level of development and quality of national education.Since1999China’s large-scale enrollment of higher education in a situation of rapidly expanding university scales, higher education faculty building has become a bottleneck of the development of universities, especially colleges and universities for faculty structure is not reasonable even more so. In recent years, the focus of teachers ’individual professional development, improve the overall quality of teachers, improve teaching quality and level of higher education to become a major concern of the field of higher education, that is, the university teachers’professional development has become the current higher education and academic sector focus of research and discussion of issues. In teachers’ professional development has become the world’s teacher education reform and development trend of the background, how to promote the professional development of teachers of local colleges and universities to ensure the quality of their teaching, to enhance their educational level is particularly urgent.Is well known that the characteristics of college teachers mainly for academic and professional, but university teachers’ professional development is still not taken seriously enough. The reality is that of the many local colleges and universities, too rigid and rigid administration and intense interpersonal competition, and much pressure on the local colleges and universities, teachers’ living space. The rational investigated internal and external factors affect the development of our local university teachers, in order to fully understand the value of the university teachers ’professional development, to restore the occupational characteristics of college teachers to clarify the local university teachers’ professional development constraints it is very urgent and significant. This paper aims to in-depth discussion of the local university teachers’ professional development, and explore strategies to promote the professional development of university teachers for the local university reform, development and teacher training, evaluation of policy reference and theoretical guidance, and university teachers personal professional development provide the direction and value of revelation.Firstly, through the literature, based on access to a lot of relevant information to clarify the meaning of teacher professional development, professional development, the inevitability of the way and professional development. Analysis of the theoretical basis of the professional development of teachers, the meaning of the professional development of teachers of local colleges and universities, development stage and development characteristics, revealing the interaction between local colleges teachers’ individual professional development and school development. Second, the core issue of this study focused on the analysis of the current existing conditions of the professional development of teachers of local colleges and universities, and tap the theoretical basis of the professional development of teachers of local colleges and universities, to explore the dynamic factors to promote the professional development of university teachers, by choosing N colleges and universities in Liaoning Province as a case conduct field surveys in the form of individual teachers and school-wide level to explore the professional development of teachers of local colleges with the main problems and their causes, and finally, on the basis of the above theory and practice of research, from the perspective of government, schools, and individual factors strategy to promote the professional development of teachers in local colleges and universities.
