The world become more and more recognizes that the importance of education for the development of Technology and Economic along with the social advancement.As a crucial factors of impacting on the students' study, teacher's quality give rise to the world's attention. In order to ensure teacher's quality, beside teacher's self professional development, it has also to build teacher quality assure mechanism .Which lies along teacher preparation, induction and in-service training.The accomplished teacher certification is one of the important assurance mechanism. Through this, We can assure the quality and professional development of in-service teacher in some degree.In fact, the national accomplished teacher certification mechanism is NBPTS (National Board of Professional teaching standard)'s accomplished teacher certification mechanism in this dissertation. Though the United States is a country, who distract power to its 50 states. Every state 's accomplished teacher certification mechanism is different from each other. So accurately speaking, NBPTS's mechanism is not national mechanism. For its standards are made by professional education community. The reason why we treat its' mechanism as national mechanism is that now most of the states in the U.S support NBPTS's accomplished teacher certification mechanism and admit the NBCT (National Board Certified Teacher).The national accomplished teacher certification mechanism found in 1987, and has experienced more than 10 years' development. It exert positive impact on the certified teacher's professional development, the improvement of teacher preparation's program, the educational reform and so on .This thesis divides into six parts: The first part, analysis the background of the establishment. Second, discuss the mechanism 'organization, include its aim, function and so on. Then discuss making course of the standards , and take the (11-15) accomplished scientific teacher's standards for example .the third part narrate and analysis the certification course .The fourth part Reflect on the mechanism in whole, analysis its characters, effects and the problems. And in the final part, describe the reality of accomplished teacher certification mechanism in China. And get some related conclusions when compared with the U.S ' mechanism .
