With the development and progress of our society, educational equity hasbecome an important public and academic topic. Education as an integral part of thesocial system,which is always closely associated with the development of society,society plays a decisive role in the development of education. Similarly, thedevelopment of education also plays an important role in the development of society.The pursuit of educational equity of a country must be based on CompulsoryEducation Equity. Since the reform and opening up, China’s compulsory education begiven high priority.It took only14years to complete the goal of popularization ofcompulsory education. This is a great initiative. But in this process there are stillmany issues remained to resolve while there have been many new problems,such asthe large distribution gap between urban and rural.These problems seriously affectedthe fairness of compulsory education and the building a harmonious society.Based on the theory of educational finance and national development situation ofcompulsory education, this study attempts to answer the questions of Zhejiangregional provincial compulsory financial fair situation, influencial factors and thedirection of improvement.The paper is divided into four parts. The first part introduces the research issues,perspectives and methods and make a literature review for related to issues andconcepts.Combined with our financial input of compulsory education, analyzing thespecificity and regionality of education in China. The second chapter focuses onanalyzing Zhejiang compulsory education financial fair status quo. Based on theexisting data,analyzing differences in financial input within Zhejiang Province,including country and urban two aspects. The third chapter is analyzing influencingfactors, mainly from the county’s economic and management regimes two aspects.Chapter four is a summary and recommendations, including: a new mechanism for compulsory education and improve the transfer payment system.Combined analysis and data, we draw the following conclusions: Zhejiangcompulsory education fairness of financial input has been improved, but between thedeveloped areas and underdeveloped areas,there is still a big difference in theallocation of resources. Meanwhile,education finance system also have an impact oncompulsory education financial fair, improving the education finance system and therational allocation of resources are key steps to promote compulsory educationfinancial fair.
