The Population, to constitute a society, is agent and foundational factor. For the development and existence of a society, it is a prerequisite. Population ageing is a concept relating to population age structure, referring to the dynamic process of changing proportion of the older people to the population. The social development includes human development, politics development, economy development, as well as development of cultures, and so on. It indicates a government's capacity of control the people's social relations and relations between human and nature. For a society, to obtain development needs a positive population environment, including optimum, qualified population and proper population structure. Population ageing, implying the change of population age structure, will produce important impacts on politics, economy, culture as well as social lives in a society.
