At present, the construction of information technology curriculum content is imperfect on the inheritance relationship in three phases of primary schools, junior schools and high schools, first at the national level text. The imperfection of the national level text has led to difficulties and problems in the construction of textbooks and teaching practice. Therefore, it is extremely urgent to construct curriculum content of primary schools, junior schools roundly under the guidance of Curriculum's basic idea of General High School Curriculum Standard in Technology's Area (The part of IT).Research at home and abroad and carding of correlative theories lay the foundation of this study. In the dissertation, experience from surveying the status quo is supplied. The dissertation integrates correlative theories of system and curriculum and gives ideas of using theories to guide practice. According to ideas, the dissertation starts to move step by step to build a multi-layered structure of the stage of compulsory education curriculum, including curriculum structure, basis part content structure and stretching part structure. Experience extracted from research at home and abroad is integrated into the construction process organically. The basis part elments are matrix elements composed of elements of information activities process and the curriculum elements. The dissertation brings forward modification suggestion to basis part design in appendix 1. Suggestion is put forward to curriculum content of the high schools. As the implementation of systemic design, four cases of the horizontal and vertical dimensions are given at the lever of textbooks in the end.
