According to the time, based on important policy texts and value analysis theory, this dissertation reviews and reflects on the developments course of our educational system since the establishment of our country by studying its value orientation.To build a theoretical frame to describing and analyzing and defines the principal concepts involved, such as "value", "value orientation"and "the value orientation of educational guideline" and so on. The study analyzes the evolution and developmental characters of our country's educational guideline's value orientation since 1949 to 1999 under the frame referred. And it's discussed respectively from the three aspects: value goal confirmation, value goal realization and value goal achievement. We can see that the educational system since 1949, goes through three entirely different stages in the value goal confirmation, namely, in pursuit of the country's interests, attach primary importance to pllitics and pursuing multi-value harmonization. In the process of value goal pursuing in different stages, value subject used accordingly different value pursing methods in correspondence with the value goal confirmed. The dissertation finally summarizes and reflects the value goal confirmed and value pursuing methods used in different developmental course by the education project by way of reviewing the value goal achievement situation.It is obvious that the value orientation confirmed by value subject on educational guideline has direct and important influence over the direction and its flourish or decline of educational project from the analysis of the article. A deep-going study to the value orientation of educational guideline is not only helps to perfect the study to educational policy theory, but also conduces to making suggestions to educational progress in new century.
