With the rapid development of reform and opening since 1978,Chinese education has entered into a new era of stable construction and development. The development of moral educational curriculum keeps abreast with the development of reform and opening. In the context of social development, this paper makes a systematic and full investigation of the historical development of primary school moral educational curriculum. Moral educational curriculum is different in different period under different ideology. In Jan.1978,Ministry of Education promulgated The Draft of Full-time Schooling System and Ten Years Basic Education Teaching Plan prescribing that politics should be taught in the fourth and fifth grade in primary school. This is the first time that the moral educational curriculum is required in educational plan since the foundation of PRC. From then on, moral educational curriculum has been developed for over thirty years along with the reform and opening. With the development of reform and opening and the changes of social, cultural, political, economical values, the value orientation also has changed a lot in the past 30 years. Since the moral educational goals and value orientation are the soul and direction of the development of primary school moral education, leading and restricting the trend of the development of moral education in primary school, the study of primary school moral educational curriculum is necessary and meaningful.This paper includes three parts. Part one, the recovery period. Starting with the analysis of social background and the awakening of education, the paper analyses the moral educational curriculum of this period in three aspects: moral educational goals, contents and evaluation patterns, and subsequently bringing forward such value orientation as politicalization, indoctrinization, adultization and idealization of the moral educational curriculum in this period. Part two, the period of overall construction. Starting with the analysis of the political and economical system reform, this part is divided into two periods ,which elucidates the moral educational goals, contents and evaluation patterns respectively, and subsequently bringing forward such value orientation as knowledgerization and utilitarian. Part three, the perfection and development period, generalizing moral educational curriculum in such period through background analysis concerning globalization and new curriculum concept to bring forward life-orientated, humanitarian-oriented and experience-oriented value.The conclusion, considering three dimensions: the value orientation of moral education conforms to the trend of times, the development of moral education curriculum is subject to various social factors and the study on the value orientation of moral educational curriculum is of great importance.
