Communication is the necessary way for the headmasters to manage the school, gain the trust and support from the teaching and administrative staff in the school. Without the ability to communicate, the leadership will be lowered and they won't have effective management. The communication of the headmasters leads to the effectiveness of management of the school. Firstly, this essay focuses on the conception of communication and the importance of communication between headmaster and the teaching and administrative staff at school. Secondly, it is based on the research of the following—The questionnaire for 16 headmasters, for other 144 administrative staff and ordinary teachers and the interviews with some of the individual excellent headmasters. As a result, mostly, it shows that the communication between the headmasters and the teaching and administrative staff is well—managed and effective. On the other hand, the headmasters in primary schools still need to learn to improve their own abilities to communicate, try to widen the means of communication and increase the effectiveness of communication with the teaching and administrative staff. The headmasters should try out in different ways, make good use of the skills of communication, combine the verbal and nonverbal communication and give play to their informal communication when they communicate with their subordinates. Meanwhile, the headmasters should take the effective step to overcome the obstacles when communicating.
