Dalian City, Compulsory Education Investment Equilibrium Problem

By using the statistics, provided by the authority section of the government, of Dalian's funding for education during the period of compulsory education from the year 2003 to 2005, this paper conducts a study on the level of basic education in 11 counties and cities of Dalian, and makes a descriptive statistical analysis on the allocation of resources for education and the imbalances of Dalian, as well. The study shows that Dalian's total education funding is limited, making the gap of economic development level between counties and between urban and rural becoming larger and larger. This situation thereby affects the distribution imbalance of the investment in education among urban districts, between urban and rural areas, and among schools, as well. The calculation of the inequality index in this study about the average education expenditures during the period of compulsory education in Dalian reflects consistently that, the expenditure imbalance degrees of the primary and secondary level students in Dalian, from the year 2003 to 2005, are very high. After making a comparison of the calculations of the three years, the study shows, the imbalance degrees of the average education expenditure during the three years do not change apparently. The indexes of the three kinds of measurement of imbalance degrees all show that, the imbalance degree of education expenditures on secondary level is higher than the primary level. This conclusion just coincides with the study on the imbalance of the compulsory education expenditures nationwide, by some scholars. This study finally makes a discussion of ways to resolve or alleviate the imbalance in the Dalian area.
