Bilingual teaching is the necessary preference of the education development in China that meets the need of the global development of the economy. Since the 90-decade of 20th century, many schools in our country has performed bilingual teaching which takes Chinese and English as teaching medias. Bilingual teaching has been a hot point of the education revolution of our country and has been performed in more and more areas and schools. It also attracted the researchers greatly. As an important education base, primary schools have also put more and more emphasis on bilingual teaching. Bilingual teaching has become am important content of the education revolution of primary education. However, lacking of qualified bilingual teachers has been the major problem hindering the developing of the bilingual\teaching from the very beginning of it. How to tackle the problem of qualified teacher resource and teacher training? How to create a high-qualified team of bilingual teachers? What are the best approaches to teacher cultivation? These are the severe questions facing the practice of bilingual teaching.Having investigated the bilingual teacher training home and abroad, I analyzed the concepts of bilingual education, bilingual teaching and the training of bilingual teachers, the practical experience of the author has also been combined. The writer designed an investigation query and did practical investigation to the primary teachers of Fushun city, based on this, the results of the investigation was deeply analyzed and the main problems exiting in the training of bilingual teachers in Fushun city were put forward which was then followed by some feasible suggestions in this field in this study. In this paper, school-based inservice training was put forward as an important way to solve the problems which were found in the investigation in order to promote the teaching quality of the primary bilingual teaching.
