With the expansion of the School- oriented Education in high schools and primary schools, it has already been an important part of the educational system. In recent years, School- oriented Education is carried on in schools, a series of problems appears as well, such as: the lack of systematic study and forewarning, the lack of teaching resources, and repetition of the teaching content. In the course of the implementation of the education, starting out for the entire development, it has been an inexorable trend to improve region school-oriented education. By improving the Region School-oriented Education, resources of experienced teachers can be transferred effectively; Through the entire development and well planned balanced management, the School-oriented Education can be improved in regions, the professional development of teachers can be made. Thus, a continuous improvement of the regions'teaching quality can be available. According to the present research situations and problems in the advances of Region School-oriented Education and the cases on this subject of Qingdao Shinan Educational Department, this article gives the specific performing strategies on how to develop the Region School-oriented Education for the sake of offering examples to administrative personnel who are devoting themselves to School-oriented Education.There are three major chapters in the passage.Chapter One gives the concept of the Region School-oriented Education, brief analysis of the state and problems in the procedure of advancing the School-oriented Education for the time being .And it also tells about the construction and methods of the researches. Chapter Two reveals the theoretical basis of the Region School-oriented Education, and offers the theoretical support for the raising of the strategy.Connecting with the specific cases on the advances of the School-oriented Education in the district of Qingdao Shinan, Chapter Three tells about the operational strategy of how to advance the School-oriented Education .The operational strategy is based on the Scientific Development Theory and makes up a complete system in the prospect of developing the Region School-oriented Education completely, harmoniously, and permanently.
