The idea of the supporting system for poor students in colleges and universities is equity, and its function is to get the equity. However, in the reality the unequal situation is very serious; the supporting system for poor students is not appropriate with the equity idea. This paper believes that, the equity of the supporting system for poor students in colleges and universities is demonstrated in two basic aspects: one is the equity of the opportunity to higher education; the other is the equity of public educational resource allocation. This paper carries on the empirical method to analysis from the above two aspects and the existing problems are mainly as follows: there are inequities in the aspects of the opportunity to higher education and public educational resource allocation. First, students of unfavorable conditions have small proportion of the opportunity to higher education, and the proportion has lower speed of growth which accounts for a small proportion as compared with the proportion of total population. The supporting system for poor students in colleges and universities has little effect on choosing the schools and subjects for students of unfavorable conditions. Second, the allocation of public educational supporting resource was dispersed andstudents of unfavorable conditions have small proportion of public educational supporting resource, not covering all the students of unfavorable conditions. This paper is going to give some suggestions to innovate the supporting system that propel the equity on the basis Of analysis of the reason of the inequity.
