Education Evaluation is one the core elements of education development. It plays a more and more important role as nowadays more and more importance is attached onto such aspects in all social sections as performance, quality and all-round development.Both higher technological and vocational education system and its evaluation system almost emerged at the same time in Taiwan in 1970s. The economic miracle of Taiwan stimulates us to know more about the mutualistic relationship between economy and education. And higher technological and vocational education makes great contribution to the higher education in Taiwan. Thus, knowing more about the evaluation system, which is one element in the quality assurance system of higher technological and vocational education in Taiwan, will help us to get benefit for the higher technological and vocational education in China mainland.The evaluation system is the research objective of this paper. Through review on the history of higher technological and vocational education system, analysis of current status, this paper grants its readers an all-round and detailed introduction. Further more, this paper analyses the characteristics, impact and defects of the evaluation system and summarize the experience of its success. With documentary method as main research method, this paper ensures its objectivity by collecting information from library and internet. Besides, it benefits by a lot of valuable first-hand material via interviews with Mr.Wu Mingchang, Professor with National Yunlin University of Science & Technology. The analysis is deepened by additional research methods such as cause& effect analysis and comparison.This paper firstly introduces history of the evaluation system of higher technological and vocational education in Taiwan, which enables us to obtain a panoramic view of the system development background. And then it offers detailed information on four aspects of the evaluation system—general system and its regulations, organization, operation mechanism and quality monitoring, describing current status of the system. On the basis of the above, it helps us to reach an all-round and deep comprehension of the evaluation system through commenting on the evaluation system characteristics, analyzing the effectiveness by Game Theory and; exploring the problems. At the last part, this paper introduce briefly the evaluation system of higher technological and vocational education in China mainland; and analysis causes which lead to differences between the two style systems in these two areas. Thereby it provides some suggestions on the evaluation system improvement and development in China mainland through the comparison.
