From the development of higher education of countries in the world, we can know its rapid expansion which is resulted by popular higher education. And now the countries in the world are catching much attention to the higher education quality. And each of them is evaluating higher education in order to readily the trend of quality falling off. In China, it has more than thirty year experiences in evaluating higher education, and it indeed made great achievements. But how to get effective evaluation is an effective way to promote the development of higher education and to guarantee the quality. Till now, our country still is short of systemic theoretical studies and numerous success practices. This research thinks we should pay attention to higher education practice. This is very important. It not only can use in idiographic evaluation practice, but also can provide important reference for higher education evaluation theoretical research. From considering the higher education practical dilemma, this research will take two representativeness examples that are the higher educational evaluation of Taiwan and Shanghai as objects of depthy study.This research is based on understanding the key meaning of "evaluation" and "higher educational". The research is around several issues, It not only analysis the theoretical principle of higher educational evaluation system, but also consideres the development of higher educational evaluation system in Taiwan and in Shanghai. It also analysis the practices of higher educational evaluation. In the part of analysising theoretical principle, firstly, this research probes the political science meaning of higher educational. It appeared as a keeping tool of governing class. And it's developing because of the human beings interests of protecting the freedom and exploring the natural science. This feature of higher educationa makes the evaluation of it is different from basic education and other types of education. Secondly, the research probes the essence of evaluation. Evaluation is actually a kind of value judgment. It involves the value and standard. Evaluating the higher education will involve the value and standard of higher education. But higher education's value is multiplex like other level educations. This will involve the basic requirement of higher education evaluation. At last this research will analysis from the point of feedback principle of public service system. It clears and definite forming function----Correction according to the information feedback.On the basic of above mentioned research, as the second part of this research, it introduce the developing process and situation of implementation of Taiwan higher education evaluation system. It shows clearly the features and influences of the system, and the problem it encounters now and the experiences of its successes. In the third part of this research, it probes the history and actualities of higher educational evaluation system in Shanghai.In the end, according to the comparing of Taiwan and shanghai's higher education evaluation system, we should explore which kind of higher educational evaluation system is suitable to Shanghai's higher education. And how to develop shanghai higher education. On this basic we should think the essence requirement of higher education evaluation.
