With the popularization of the Higher Education and the construction anddevelopment of the Higher Vocational Education (Higher VocationalEducation is abbreviated to HVE below) in China, the local governments at alllevels have focused the task on the research and development strategy on theHVE. This paper intends to do some research into the demand and thedevelopment strategy of the HVE in Liaoning Province by incorporating therelated theories and scientific methods on management in Higher Pedagogy,Pedagogical Economics and Vocational Pedagogy and sources of the collegestudents in different regions. The following issues are the research content.Firstly, the developing experiences of the HVE in Liaoning Province,even in China is illustrated;the demanding status of the HVE is analyzed andsome research is made into several relations between the HVE and the ruraleducation, the women education;the relations between supply and demand ineducation and the relations between the regional economy and the regionaleducation.Secondly, the developing law of the HVE is discussed by using thecorrelative theories of Higher Pedagogy, Pedagogical Economics as well asVocational Pedagogy.Thirdly, on the basis of the total correlative data obtained since HVE wasfounded originally in 1998, the empirical research, in view of the sources, thegenders, the sorts and the regions as well, towards the target people of highervocational education in Liaoning Province is made by using the DelphiProgramming to process data and using the mathematics statistics to carry outthe statistical analysis.Fourthly, the individual demand in the regional HVE is analyzed byusing the theory of Pedagogical Economics;and its systematical definition,composing and mechanism of action are put forward and the its evaluatingindicator is built up. Meanwhile, the quantitative calculation and theevaluation are made in the individual demand in HVE in Liaoning Provincewith the Analytic Hierarchy Process (AHP) and its status is analyzed andcommented comprehensively.Fifthly, as far as the factors concerned, which affected the developmentof HVE in Liaoning Province from 1998 to 2002, two forecasting models (theforecasting model of Multi-Regression Analysis and the forecasting model ofBP Neural Networks Analysis) have been set up all over Liaoning Provincerespectively. At the same time, the method of Artificial Neural Networks andthe Multi-Regression have been adopted to forecast the tendency of which thedevelopment of the regional economy influence on the HVE in LiaoningProvince and to make the comparison between the two forecasting results.Finally, more research is made into the inherent law of the effect that theHVE has on the development regional education.The succession of the rural education and the fairness in educationaccording to the theories of the HVE, and the proposals and the strategies onthe development of HVE in Liaoning Province are advanced.
