Since 1975, Taiwan has launched a series of educational evaluation of higher vocational colleges,which consider the whole colleges and departments in the professional fields as the evaluation items, through systematically and scientifically collecting relevant data, making analysis, synthesis, it aims to understand the colleges' development and point out their advantages and disadvantages in order to urge colleges to improve the educational quality and provide the administrative departments with necessary information to make decisions . In the course of 30 years'development of the educational evaluation, several evaluation framework and criterias changed, now,it has gradually formed its own characteristics and obtained huge achievements, which plays a vital role for ensuring the prosperity and development of higher vocational education.In contrast, in 2004, educational evaluation of the higher vocational colleges in mainland was just spread in the nationwide. So the whole system is still at the exploratory stage, and need to improve. Based on this, this paper introduces the history of educational evaluation in Taiwan firstly and then explores and analyzes its output, characteristics and problems in order to improve the understanding of evaluation system of higher vocational education in Taiwan, and also to provide reference information for improving the educational evaluation system in mainland,strengthen mutual cultural communication.This paper is divided into five parts, which includes the preamble and chapters. The first chapter,namely the preamble part describes the background, significance, definition of related concepts, literature reference and research framework; the second chapter states the development history of Taiwan higher vocational education and its evaluation work; the third chapter, by using the literature method, describes in detail the evaluation status of Taiwan's higher vocational education, including its legal basis and principles, models and types ,evaluation organization, evaluation items and criteria, evaluation implementation ;the fourth chapter, on the basis of the previous chapters, states its effectiveness and characteristics and then points out its questions; the fifth chapter describes the evaluation circumstance of the vocational education in mainland, and through comparative analysis of their differences of higher vocational education evaluation, points out that the mainland is necessary to change the role of government management, to promote social intermediary institutional development, to improve the selection system on evaluation experts, to establish authentication mechanisms of evaluation experts, to emphasize on the openness and transparency of evaluation work and to strengthen meta-evaluation research work, speed up the process of internationalization of the vocational education.
