Performance evaluation is the key step in the human resource management. The employees will get the feedback from the evaluation and improve their work. In the mean time, the result can be regarded as the scientific evidence for the employees' rewards or punishments. The scientific and reasonable evaluation can encourage the employees and get them one person.Regarding this, in this article the performance appraisal system for the persons managing students in colleges and universities is built on the basis of performance evaluation theory. According to the result, the evaluation and money award of the persons managing students in colleges and universities can be decided.This article can be divided up seven parts. In the first part, the author introduces the background, purpose and meaning of this research, analyses the existing problems in the performance evaluation of colleges and universities and introduces his work. The second part analyses the current situation on performance evaluation in colleges and universities. Especially, the concerned situation of Weifang University is introduced. The third part is about the theory of performance management and human resource management, including the concepts, function, methods and meaning of performance evaluation. In the forth part, AHP is used to build the performance appraisal system. At the same time, the method used to build the model and the principle used to choose the index are elaborated. The fifth part is about the application of the model. The author builds the performance appraisal system of the persons managing students in colleges and universities on the basis of a real example. The author analyses the existing problem in practice work and proposes the related countermeasure in the sixth part. In the seventh part, the conclusion of this article is proposed. Furthermore the discussion about how to enhance performance evaluation work is given.
