Since the the new century,the independent college management must be put to the higher level with the new situation of rapid development of economy.Therefore,the use of modern human resources management theory to guide the construction of independent college teachers is imminent.And plant the study of performance appraisal which is the core content of human resources management work into independent college,and then establish a suitable college independent performance appraisal system for independent colleges for scientific,reasonable and objective performance appraisal,has a very important significance.In recent years,S Independent College has became one of the best independent colleges in Shandong Province,and is achieving the goal of first class application technology colleges in Shandong Province.However,in the performance appraisal,S Independent College has not yet established a perfect performance appraisal system,its performance evaluation objectives and planning are not clear,assessment methods are not reasonable,the results do not work.These problems inhibit the further development of college,especially the majority of teachers.In order to solve these problems,and then establish a perfect performance appraisal system in line with the actual situation of the college,the main work of this paper is as follow:1.The current research progress and the basic theory of performance appraisal are researched.This paper reviews the current research situation of university performance at home and abroad through extensive consultation,and reviews the main work of domestic and foreign research.The relevant theories and main methods of performance appraisal are discussed.The Balanced Score Card,360 Performance Appraisal and Key Performance Indicators method are studied,their advantages and disadvantages are analyzed,which lay the theoretical foundation of the paper.2.Problems in the existing system are analyzed.This paper gives a brief introduction to the development of S Independent College and faculty,the main problems of the existing performance appraisal system are analyzed,and the reasons for the existence of the problem,guided by the problem are pointed out,the the research focuses have been clear.3.The Performance Evaluation Index System is constructed.The objectives and principles of the performance appraisal index system construction are put forward around the paper to determine the focus of research and combined with the college practice in this paper.Using the KPI method,a questionnaire survey is conducted on faculty at different levels of S Independent College through morality,capability,attendance,achievement and probity,the AHP method is used to calculate the performance indicators in three levels,and teachers,administrative staff,and counselors are included in the performance appraisal system to ensure that the fairness,comprehensiveness and completeness of performance appraisal.And the indexes qualitatively are assessed by the leaders,colleagues,students and the staff himself/herself using the 360 degree performance appraisal method.4.Strategy of implementation is proposed.the establishment of performance appraisal work leading group is proposed to strengthen the system,the objects,main content,criteria,procedures and the use of results of the performance appraisal system are determined.And the rationalization advices which against the new workers and workers who were punished are proposed.The research results of this paper have certain guiding effect on the establishment,perfection and improvement of college performance appraisal system,and have some reference value for other similar colleges.
