The Basis Of The Evaluation Of Higher Education Equipment Efficiency Of Resource Use Information Management

Through several year's observation and study, the author thinks at present the efficiency of using educational apparatus in Chinese universities is very low. The main cause is that the relative management and evaluation can't adapt to the development of recent education. Including information acquisition and processing, the workload's increase reduces efficiency of management. To avoid it, now the evaluation of using educational apparatus resources in Chinese universities is only to expensive apparatus. Furthermore, information criterion and sharing degree is one of the main factors which influence the operating efficiency of the information management system on educational apparatus resources in Chinese universities at present.First, the author uses and expands the notion of apparatus combination in this paper. It uses apparatus combination to manage apparatus. Through increasing management layers, it can reduce information management units of administrators. Apparatus combination can also be used on information acquisition to reduce information acquisition units of administrators.Second, it uses information management system to acquire the using messages of educational apparatus. In this system, it uses the advantages of apparatus combination greatly. At the same time it refers to the experiences of Chinese medicine names' criterion management. It stresses the study of the information description criterion. Information criterion is the basis of apparatus matching automatically in the management system, the basis of controlling information acquisition cost and improving the efficiency of management, the basis of breaking through the departmental limit and achieving information share.Finally, it uses the method of prototype development to design the model of using information management system of educational apparatus. It includes system design and programming, data-base design, and so on.Using information management of educational apparatus in Chinese universities is the premise of realizing the evaluation on availability factors. So, this study is the prelude to break through the situation that this evaluation would "cook a meal without rice". It lays a foundation for further evaluation on availability factors of educational apparatus.
