To strengthen the design, development and utilization of educational resources, achieve the resource sharing and promote the teaching effectiveness are the prerequisite and foundation for the rapid and further promotion of regional basic education informatization. However, the construction of regional education resources has many insufficiencies although it has obtained certain result, such as multi-channel management, redundant construction, different standards, immature cooperative building and sharing mechanism and the poor personalization and pertinence. Also, the problems on the deficiencies of overall planning, leadership, organization and human resources, the delay and insufficient of external support, and the unfounded development plan for the construction of education resources affect the promotion and development of the construction of education resources in the area. So, solving the problems of regional education resources construction and developing personalized and applicability resources for meeting the need of the regional practical teaching. Based on the construction of regional characteristic education information resources, the paper analyzes the construction current situation and application requirements of education resources in Xianan district and Caidian district, and illustrates the problems in the process of regional education resources construction and application. And providing a case study of digital curriculum resource construction of Xianan district, it puts forward the constructional strategies in six aspects:infrastructure construction, overall plans, specialty construction activities, teaching research, application level of teachers and normal mechanism in order to provide advices for the construction of regional educational information resources. Based on the idea above, this research unfolds in five chapters:Chapter One is the introduction, which the presentation of background, significance, research actuality in overseas and domestic, the core concepts and the research plan.Chapter Two is the analysis of the construction and application status of regional education resources. Based on Xianan District and Caidian District, the paper conducts field research and summarize the construction and application status of regional education resources, and put forward the problems existing in the regional education information resources and the train of thought to solve the problem.Chapter Three is the case study on the construction of regional characteristic education information resource. The part introduces the actual situation about the construction of regional characteristic education information resource in Xianan district, and conducts the case study on the construction of curriculum resource about English and maths, so that it can summarizes the strategies of the construction of the regional education information resources from the practice.Chapter Four is the strategies of the construction of the regional education information resources. The part put forward the strategies which include the construction system and the advanced strategy.Chapter Five is the conclusion and prospect. The part summarize the research achievements and the deficiency of this thesis, and put forward the prospects.
