Higher vocational education is the conjunction of economy, technology andeducation and the effective measure to improve science and technology and promote thedevelopment of economy. In the USA, American knowledge economy would not becurrent situation without the support of higher vocational education, which is regardedas the "Secret Weapon" to promote the economy in Germany. In his article. Binary inthe Power of Uniform Germany, the former Premier Kol stated, "The youth who havegot excellent vocational education is the greatest German Capital and the guarantee ofeconomic steady." The average GDP is in the first place in the world in Japan, whichgreatly depends on the education, especially the vocational education.Higher vocational education in China began with the reform and open policy,which has become greater and greater and beneficial. Higher vocational education iscarried out by Vocational University, Vocational Technique College. VocationalTechnique Normal College, Higher Institution. Vocational College in university andFive-year higher vocational institution, which possess the binary property of highereducation and higher vocational education. They are part of the average highereducation and higher level of vocational education. Therefore. it is vital to develophigher vocational education to make higher education suitable for the demand of talentin the socialism construction, and to adjust the macro-structure of higher education. It isalso the necessary measure to improve the level of vocational education, and thequalities of all the staff in various trades and cultivate the talent of high quality andskill.Five-year Higher Vocational Educational Education, which enrolls the studentsfrom junior middle school, carries out the mode that cultivates the students in five yearsand is the important form of Higher Vocational Education, in China and international.Human Resource is vital for Higher Vocational Education to enhance its competitive capacity and development ability, which is the core of its management. Its traditionalpersonnel management regulation can't adapt to the new situation and blocks thedevelopment and the reform of Five-year Higher Vocational Education, which should begiven new modern ideology of human resource management to make it suitable to thedevelopment of Five-year Higher Vocational Education. The thesis consists of fivechapters. The first chapter puts forward the topic, the background of research, theoverview of the research at home and abroad, and the content and approach of theresearch. The main point of this part is the background of research. The second chapteris about the overview of human resource management theory about the origin of humanresource management and the human resource management of Five-year HigherVocational Education. The third chapter is about the overview of Higher VocationalEducation. It is mainly about the history, characteristics, the demand for the teachingstaff and current management of human resource in Five-year Vocational Colleges inChina. SWOT will be analysed in Chapter Four to find the advantage and disadvantage,opportunity and challenge. The fifth chapter is about the proposal of the establishmentof the human resource management with Chinese characteristic in Five-year HigherVocational Colleges. It will be stated from the following six perspectives: 1. The newidea of human resource management and human-centered ideology. 2. Reform of thepersonnel system and employment of all the staff. 3. The modification of the motivemachinism to realize the perfect combination of material and emotional motivation.4. Complete fulfillment of achievement management to improve the efficiency ofmanagement. 5. Emphasis on the design of staff's career to realism the binary win of thestaff and school. 6. About the prediction and plan of human resource to avoid the wasteof it.
