It has been nearly 20 years since the top-level athlete group was firstly conducted in higher learning institutes. Although there has been a lot of improvement, there are still quite a few problems, some of which are even deep-seated, e.g. the problem of managing these top-level athletes. The present management of the top-level athlete group cannot match the rapid developing situation of college student athletics. The lagging management ideas, methodologies and devices make the athlete group run in the semi close state, which brings about various difficulties for the athletes in learning, living, training and games-participating. As all of these problems have actually blocked the development of top-level athlete group, it has become extremely urgent to set up a scientific management mechanism for the top-level athlete group.The thesis makes researches on the athlete, coaches and handlers in the 29 higher learning institutes in Shandong Province which have top-level athlete groups. The applied methodologies include reviewing literature, investigating via questionnaire, interviewing, mathematical statistics and logical analysis. By means of an extensive investigation and analysis of the management situation of the top-level athlete group in Shandong Province, the thesis finally comes up with some correspondent solutions. The major findings are listed as the followings.Firstly, it is pointed out that the management system includes the external leading system and the internal management mechanism; the recruiting management, students'learning status management, training management, games management and idealistic and political management are major factors comprising the management of the top-level athlete group.Secondly, the members of the top-level athletes group in higher learning institutes of Shandong Province can be classified into two types, the skeleton and the normal. The top-level athletes are either the active and retired professional athletes of the Province and cities athlete team or high school graduates. Their status as students is dual: either as preparatory students or undergraduate students.Thirdly, the age makeup of the coaches is to some extent sound. The coaches aging from 36 to 55 account for 62.0% and the average is 40.5. Their educational level is mainly undergraduate, accounting for 82.9. The training time of the top-level athlete group averages 2.4 hours a day, 4.7 times a week. They mainly take part in the National Sports Meeting of College Students, the games held by the 16 individual sports associations and the College Students Sports Meeting of Shandong Province.Fourthly, the shortcomings of the management of the top-level athlete group include: there are too many higher learning institutes involved in recruiting the top-level athletes; the arrangement of items is too centralized; the resource of the students is short; there is contradiction between the top-level athletes'learning and training; the work of the coaches cannot be appropriately recognized; there are not enough time for training; the games are short and the level are too low.Finally some solutions concerning the reform of the management of the top-level athlete group are also tentatively offered. They are: clarifying the goal of setting up the top-level athlete group and stressing humanism as the tenor of management; strengthening the scientific management devices; establish a special department for the Province's management of the top-level athlete group; making attempts to make the top-level athlete group enter into the market; making the distribution more reasonable, decreasing the number of recruiting institutes and improving the quality of the recruited students; making the training mechanism more coordinated; strengthening the training of the coaches to improve their guiding competence; making the policy concerning the athletes'status as students more perfect; increasing the speed of improving the levels of games; stressing the athletes'thinking management, helping them to develop good world view, philosophy and axiology.
