On The Inner Management Reform Of The New Public Management Theory In Chinese University

With twenty years of college enrollment expansion,China's higher education is flourishing.The expansion brings about increase in the number of college graduates and the accumulation of more qualified personnel for the socialist construction.However,the increase in the quantity does not necessarily mean the improvement of the quality.Owing to the ambiguous line in power and responsibility between university and college,higher education is challenged by lack of vitality and unsatisfactory social benefits of teaching.In order to strengthen the higher education under the condition of market economy,an advanced management theory is required to be introduced.The new public management theory focuses on public goods and services.It is an excellent choice for universities since they have the nature of quasi-public products.Moreover,the application of the theory to the connotation construction of universities helps promote the deepening of management theory and has vital significance of theory and practice.The core content of this paper is composed of four parts.The first chapter introduces the background and significance of the research,and puts forward the contents of the innovation and research methods on the basis of the research status at home and abroad;the second chapter summarizes the theory of new public management,presenting its rise,development and theoretical basis and pointing out its possibility and practicality,applied to the connotation construction of colleges and universities in China;the third chapter describes the basic connotation,the connotation and the significance of the construction problems of the connotation construction of colleges and Universities in China;the fourth chapter analyzes the connotation of university and taking university of BF as an example,explores the measures.In short,discussion on the problems of university connotation construction in view of the new public management theory,helps to promote the reform practice in universities,develop a team of high-level teaching and research,and cultivate high-quality talents.
