Correspondence teaching has cultivated large numbers of qualified staff for all walks of life in our country since the Opening and Reforming. Yet presently the quality of correspondence teaching in institutes of higher learning is getting worse,and the degree of correspondence is under repeated questioning. This article tries to build up total quality management of teaching model in the field of correspondence education with the ideas and means of total quality management,and aims to find a solution to the question of quality in correspondence teaching.On the basis of an exploration into the present situation of total quality management at home and abroad and the specificity of correspondence education in institutes of higher learning,an analysis of the motivations and theories of total quality management in correspondence teaching and the basic features of correspondence teaching in institutes of higher learning is conducted with a comprehensive research of literature in issue, investigation and case studies. In the end,the model of total quality management of correspondence teaching in institutes of higher learning is constructed primarily from three levels.
