Universities are from the margins of society into the center of society, popularization of higher education is already the world's countries in the development process of higher education indisputable fact.It is under the influence of domestic demands and the international trends that the popularization of higher education in China gradually came into being. In recent years, this issue has become not only one of issues of general concern, but also become the critical direction of china's education reform and development. Since 1999 China started the expansion of higher education, as a result, the tertiary education rate in 2003 reached 17% so that the higher education of china gradually set foot into a popular road. However, Japan's tertiary education rate rose sharply in the 1960s and reached 17.0% in 1965 by which Japan became one of the first successful nations accomplished the popularization of higher education in the world.In a very short period of time, achieving popularization of higher education is a common feature of the development of higher education of China and Japan. Such a rapid expansion of higher education, on one hand, contributed to the rapid social and economic development; while on the other hand, it as well inevitably brought a wide range of social problems and tensions. From the perspective of comparison between Japan and China, by applying of literature, comparison and some other research methods, this thesis will make some analysis on four aspects—the background of the popularization of higher education both in China and Japan, historical process of popularization of higher education, the challenges faced by China's popularization of higher education and enlightenment of Japan's higher education popularization. At last, it is sincerely hoped that this thesis may provide some helpful information and references for the smooth development of the popularization of higher education in China.
