Since the 1980s, the international community set off a research and implementation of civic education. China's civic education stemed from the 1920s.After the founding of the PRC, Chinese education only had political education, no civic education in the country. After the 1990s, the study of civic education came out, but civic education did not practise. Although civic education have not included in the formal school system in our country yet, but some schools have already launched a pilot test, and some elements of civic education is included in the ideological and political education and moral education. Civic education in schools is a long-term implementation of the project, on the current status of China, there are some problems existing. The main content of this paper is the existing problems of our civic education in schools in and problem-oriented measures.In the first chapter of the article the West and our country's civic education is briefly recalled, straightening out the civic education of the historical process. From the second chapter to chapter IV are the focus of this paper, which are from three aspects of the current problems exist in civic education in schools, and to further explore the measures to solve these problems. From the different point of view of civic education exists different issues. This article comes from three different angles:the value , the concept, the system, analyses the current civic education existing problems, and proposes the corresponding countermeasures. Hope these can provide some new ideas for civic education in schools so that they could promote the building of civic education in schools.Chapter 2 focuses on the value of civic education in schools and relationships,about the school's civic education should be the value of what and the relationship between the other education. This article holds that civic education should not only pragmatic, we should also attach importance to the human spirit and inner world. That clarify the value of civic education in schools and the relationship can help us more deeply understand the special nature of civic education, so as to built a solid theoretical basis on the implementation of.civic education in schools.Chapter 3 discusses the existing contradictions and conflicts of civic education on the concept. On the basis of the macro-grasp of our civic education, the authors suggest that civic education has the following conflict: the conflict between foreign educational idea and the localization of civic education in schools; the conflict between traditional mode of education and school civic education, the conflict between the concept of " world Citizens "and the" citizens of the country ";the conflict between the value of cultural diversity and cultural identity of school education; This article discusses the formation of these points of conflict, performance and coping style.
