Chongqing Municipal Higher Vocational Education In The Development Of The Existing Problems And Countermeasures

The high vocational education, an essential constituent of high education, is an important basis of national economy and social development. Being an important support to carry out the industry modernization of a country and to advance the power of industry competition, higher vocational education (HVE) has got more and more attention of the government of each country.The sustainable development of the HVE, on one hand, requires harmonization with that of economics, the society and other educational undertakings; on the other hand, it should correspond with its inner factors, organic mechanism and ways of operation. Currently, Chongqing is in the crucial phase of the industrial structure adjustment and the promotion. To establish the abundant modernization industry foundation and to strengthen the internationally competitive power in the nation and even the internationally, we must raise 100 millions of skill talented person. And this is an urgent and significant duty which in front of parties and the government department, especially educational departments and schools.Using literature studies, case analysis and investigations interviews, according to the actual condition in Chongqing, the author analyzed the present situation of the HVE development in Chongqing and analyzed the propelling force of the HVE development in Chongqing firstly, and then analyzed the reasons which affected its development and discussed the development countermeasure of the HVE development in Chongqing finally. The main results were as follows:1. Present situation and the propelling force to the development of HVE in ChongqingAs raising the high skill talented person, the HVE is an important constituent of the vocational education. The HVE in Chongqing obtained the fast development in the past 20 years. And the achievement mainly displayed in: (1) The characteristic colleges and universities and the specialized construction won initial success; (2) The reform innovation and the talented person raising pattern have obtained the new breakthrough; (3) The school idea obtained the social widespread approval; (4) The ability to service local economic development strengthened further.The HVE must develop coordinately with the resources of the economy, the society, the population and so on, and then they will depend on for existence mutually, promote mutually and develop communally. The development of economical and society is the propelling force to the development of the HVE, and the coordinately development between the HVE and the economy and the society is the guarantee to the sustainable development of HVE. Through the analysis, we discovered that the propelling force to the development of HVE in Chongqing mainly included:(1) The optimized adjustment of industrial structure needs to develop the HVE urgently; (2) To realize the surmount development of economy needs the talented person of higher professional technologies; (3) To solve thee surplus labor force shifting in Chongqing countryside needs to develop the HVE urgently; (4) Entering the WTO provides the broad space for the development of HVE; (5) Great development of western China brings the opportunity for the development of HVE; (6) Using the international experience for reference, we must develop the HVE vigorously in our city.2. The existed problem and the reason analysis of the HVE in Chongqing.It was a fact which did not need to argue that the reform and development of HVE in Chongqing had obtained the remarkable achievement. But the questions which existed in the development were also not allowed to neglect. And the questions mainly displayed in: (1) It was difficult for the society reorganization to meet the need of the environment of HVE; (2) It was difficult for the school idea to meet the need of the fast development of HVE; (3) It was difficult for the school condition to adapt the need of the sustainable development of HVE; (4) It was difficult for the school level to satisfy the need which people required of education quality.Through analysis, we discovered that the main reasons which restricted the development of HVE in Chongqing were as follows: (1)The' propaganda was insufficient and policy guidance was deficient;(2)The concept and mode in running a school was outdated and the school orientation was nicety;(3)The educational capital investment was inadequate and the condition of basic establishment was poor;(4)The combination between the HVE and the profession and the enterprise was unsubstantial;(5)The skilled teachers and "the double" teachers was deficient;(6)The students recruitment was difficulty and the fresh source was insufficiency.3. The strategies to the development of HVE in ChongqingSummarizing the experience of the development of the HVE in Chongqing, using the international beneficial experience for reference and unifying the present situation and the existence question of the HVE in Chongqing, we could obtain the strategies to the sustainable development of the HVE in Chongqing City:(1)Increases the propaganda and enhances the understanding to the HVE; (2) Enlarges fund investment and supporting to the high professional colleges and universities; (3) Innovates the HVE sustainable development system; (4) Strengthens the construction of the teachers troop of higher professional colleges and universities; (5) Adjusts the policy of students recruitment of higher professional colleges and universities; (6) Strengthens exchanging and the cooperation with the foreign, forms the open school pattern.
