China’s "The12th Five-Year Plan for economic and social development" strategy indicates:First, paying more attention to the less developed areas, second, taking the less developed area as a new growth point in future economic and social development, and the vocational education is to achieve innovation driven restructuring and developing, the most direct and close relationship between education ways are to achieve full employment, we have to let people having wonderful opportunity to enjoy life, a chance to live their dreams in promoting the realization of "New Century Chinese Dream" in the process and playing an irreplaceable important role and pillar energy integral. To realize the modernization of vocational education in less developed areas, it could not only promote the full employments which are decent, dignity, and quality, but also provide the backbone strength for the development of economy in less developed regions. Through accelerating the development of the modern vocational education, we can provide quality human resources and regional economic development mode; on the other hand, also can change the increasingly serious issues of "structural unemployment" and "dual economy and social structure". In light of the economy, culture, social development in less developed area is relatively backward which leads the vocational education more low level compared to the developed regions, it has strong theoretical and practical meaning to study vocational education development strategies facing the "real" problems. In this study, Guiyang City as an object, it focuses on the development strategies design for vocational education which is more in line with the characteristics of the regional economy of Guiyang city. The study tries for providing theoretical basis and reference experience for the development of vocational education in less developed areas of china.This study mainly uses the methodology of empirical and action researches. First, starting from the relationships between different theories about vocational education, focusing the analysis on the relationships between vocational education and regional economic, examining the current situation and the demand of vocational education in less developed area, and exploring the common issues of vocational education in china today and drawing outline development strategies.In this dissertation, five aspects of study are mainly focused, specific includes:The first, theoretical analysis:From the anti poverty theory, hierarchy of needs theory, the combination theory of produce and teaching, and the perspective of industry development theory and human capital theory to analyze the relationship between the vocational education and regional economy, comparative study of the vocational education development experiences between the western developed countries and China’s developed regions. Based on the theories and dialectical relationships between the vocational education and regional economy, it is to determine the direction of development strategies of the vocational education for the less developed areas.The second, real demand:Guiyang City as a research object of less developed regions, from coupling degree between professional and economy, students and talent demand, vocational education resources and teacher construction, etc., analyzing the vocational education in Guiyang City which does not adapt to the current situation of the regional economy, and from the vocational education funds investment, idea of running a school, admission qualification, policy implementation and other aspects of the problem attribution, so as to provide the basis for the proposed strategies to solve the problems.The third, strategy choice:According to the development strategies of economic society of Guiyang, put forward the development strategies of vocational education in less developed areas:broadening the investment channels, optimizing the teaching staff and curriculum system, student system, vocational innovation guidance, promoting regional cooperation, setting up vocational education cloud platform and strengthening education and supervision. The fourth, the implementation path:There are two paths of the vocational education in developed areas. First one is the development of collectivization. This is an important form of government led, industry guidance, enterprises to participate in the vocational education school system, is a product of comprehensive use of various strategies. In order to Guiyang phosphorus coal chemical industry group as an example, studies the application of underdeveloped area vocational education development strategy and the actual effect. The second path is the construction of vocational education town. This is a kind of exploration, development and operation mechanism of vocational education group experiments in Guiyang, Qingzhen City construction history of vocational education as the foundation, Guiyang city is proposed to meet the needs of economic and social development, idea sand strategies and matched with the vocational education city. At the same time, provided a path selection and tried for the vocational education development in less developed areas.The fifth, conclusion and prospect:The development strategies of vocational education in less developed area is put forward and implemented, which is essentially a process suit one’s measures to local conditions, differences in the development of the theory and practice of thinking, different regions or different development conditions. There are different paths depended on development focus for developing regional vocational education system construction planning. In a word, the development differences become key issue of vocational education, the rational allocation of vocational educational resources is an important way to promote and adjust the structure of vocational education. The differentiation developments will be conducive to establishing characteristic and make the vocational education more influential.
