Higher education intermediary organizations are the product of higher education development to a certain historical stage.The market economy system provides a living space for the development of higher education intermediary organizations;the transformation of government functions into the development of higher education intermediary organizations provides a realistic possibility;the reality of higher education development needs to provide internal motivation for the development of higher education intermediary organizations.To strengthen the study of its theory and practice is a task that should be emphasized in the deepening of education reform.Higher education intermediary organizations are between the government,universities,and market players.They are entrusted by the government,universities,social organizations,and citizens.They follow laws and social morality.They support activities that are supported by common goals and carry out activities independently.They use the society they control and control.Resources,non-profit organizations involved in the coordination of management of higher education.Higher education intermediary organizations are independent and autonomous organizations with the characteristics of intermediary,service,autonomy,and authority.Its functions mainly include social services,assessment and appraisal,information gathering,relationship adjustment and scientific research.The emergence and development of higher education intermediary organizations is not only the need for the modern university system to continuously improve,but also an indispensable part of the process of social modernization.The development of higher education intermediary organizations in China is far from perfect.Due to political,economic,and cultural factors,higher education intermediary organizations in China face a series of problems in the process of goal orientation and function realization.Such as: strong dependence on the government,low social recognition,poor organizational autonomy,weak civil power,and small policy support.The causes of these problems are: a highly centralized management system;the traditional hierarchical thinking that the officials respect the people;the lack of professional laws and regulations;and the unreasonable management system design."The stones from other hills can be used to attack jade."
