With the development of network technology and the emergence of the concept of lifelong education,in the network environment provided by the use of Web2.0 social software informal learning has been gradually accepted by the overwhelming majority of learners. In the field of education, especially adult education, the research on learning community based on the network has become the hot spot that network education involves, but, It is the beginning to applicating the concept of community to the field of informal learning in the environment of Web2.0This paper studies the inform learning of individual learners in web2.0 environment, drawing . out feasible strategies of inform learning community's construct plan based on the web2.0 environment. This paper provides suggestion and instruction for inform learning community, meanwhile, the methods and strategies are provided for individual learner to advance inform learning effectively in the netwok circumstance, so the individual learner could use Modern network technology to improve the effect of learning, promotes learner's development, forms the good habit of lifelong studies. The research methods in the paper are literature investigation and practice research. The paper is divided into three parts:The first part of it discusses: proposal of the research projects, current situation of the research projects, its main contents, its methods, its significance, also carding and definition of some relevant theories, mainly including Chapter I and Chapter IIThe second part studies in the environment of Web2.0 the statuses and learning characteristics of individual learner, as well as the identity characteristics that individual learner in the community has, including Chapter III.The third part goes on with two informal Learning Community cases, from which we can find out the characteristics, formatting conditions, building principals of the Community of informal learning, argues over several important factors that sustain the smooth development of Community, in the end, summarizes and views the issues of research, including ChapterIVand Chapter V.
