The methods of 360-degree performance evaluation and key performance indicators (KPI) are the two important and effective Performance evaluationes, but there are many deficiencies on each one of them, then the comprehensive use of them is useful for complementary advantages.The research contents of this paper are: how to construct the performance evaluation model of"360°+KPI",and research its application in the performance evaluation of mid-level cadres in the university. This model combines the methods of 360-degree performance evaluation and key performance indicators (KPI) together to evaluate from two different perspectives, at the same time to play its advantages and avoid its shortcomings, then it will be componented to a new kind of performance evaluation model.The theoretical value of this study is to further study the methods of 360-degree performance evaluation and key performance indicators (KPI), and to in-depth study how to make this two performance evaluation methods localized effectively. And further discuss the performance evaluation model of mid-level cadres in the university of our country, to promote the theoretical study of performance management and performance evaluation of mid-level cadres in the university.The realistic values of this study: Firstly, the cadre evaluation is the basic work and means of the cadres'selection and appointment, establish a set of scientific and reasonable performance evaluation model, then it plays an important role in formatting a correct direction of employment in university. Secondly, this research will promote the evaluate work of mid-level cadres in the university becomes more scientific, rationalization and standardization. Thirdly, the scientific and reasonable evaluation model will guide the cadres to establish the correct value of power, the value of performance and improve their execution. Fourthly, it also can promote the work of performance management of personnel departments in university organization.The innovation value of this study: at present, the research for the comprehensive use of 360-degree performance evaluation method and key performance indicators (KPI) is seldom, this paper will have a initial discus of how to construct the performance evaluation model of"360°+KPI", and prompt to use it in the performance evaluation of mid-level cadres in the university, these research is full of innovation values. What's more, the author provides a "duality" evaluation index system in mid-level cadres in the university, which is componented by two key promotion indexes of "germany" and " performance", it also has a certain innovation value.The main research methods are: linking theory with practice, investigation and research, interview, case analysis, history research, comparative study, and the method which combined qualitative analysis and quantitative analysis, and so on. Research thinking is: Firstly, master related research status, understand the advantages and disadvantages of 360-degree performance evaluation method and Key performance indicators (KPI), as well as know how to play its advantages and avoid its shortcomings, and understand the performance management status of mid-level cadres in the university. Secondly, conduct a demonstration for the feasibility of"360°+KPI"performance evaluation model. And then, have a research on how to establish"360°+KPI"performance evaluation model and how to use this model effectively. Finally, have a research on the application of"360°+KPI"performance evaluation model in the evaluation of mid-level cadres in the university.
