Colleges and Universities are the cradle of talent training, knowledge innovationand technology innovation. With the rapid development of globalization and theprogress in science and technology, the higher education in country has obtained therare development opportunity. However, the rapid development of higher educationmanagement problem is outstanding and the role of management in higher educationis more and more obvious. So educators in higher education, especially themiddle-level cadres, should possess higher quality. So to strengthen the constructionof middle-level cadres of colleges and universities and strive to improve their overallquality and level is the key works of colleges and universities. It is also a key factor topromote the reform of colleges and universities. The performance evaluation is themain factor to improve management performance, so to strengthen the construction ofcollege middle-level cadres is the key to the reform and development of colleges.Establishing efficient middle-level cadre performance evaluation is the importantmeasures of deepen reform of the cadre and personnel system and promoting cadresscientization, democratization, institutionalization of the construction. Universitymiddle-level cadre performance evaluation is to use the scientific method, reasonablestandard and improvement procedures to conduct a comprehensive, objective andaccurate evaluation of the situation of the college middle-level cadres.This article obtains from the performance evaluation management of collegemiddle-level cadre, taking S colleges as the main research object. The presentsituation and problems are analyzed. Compared with other social sector performanceevaluation management at the same time, the article put forward countermeasures andsuggestions of college middle-level cadre performance evaluation management fromthe perspective of the personnel system reform of colleges. The article explores thescientific design of index system and mechanism of middle-level cadre performanceincluding improving ideological understanding of the middle-level cadre performanceevaluation, innovating performance evaluation methods, exploring actively a third party outside school and considering the practice of middle-level cadres. The guidingthought of the performance evaluation of university middle-level cadre is based onthe teachers and students. Evaluation method must be scientific and effective,assessment results should be objective and fair, and the use of assessment resultsshould be reasonably public. Combining daily performance evaluation and annualevaluation, qualitative and quantitative. To improve the degree of democracy ofperformance evaluation and the introduce the performance evaluation system of athird party. Combining the assessment and incentives and use of cadre to form ofusing the capable ones and relieving the incapable ones. The assessment resultsshould not only convey to himself, but also in a certain range to publish, consciouslyaccepting the supervision of the masses of teachers students, faculty and staff.College middle-level cadre performance evaluation management is the key of thepersonnel management of colleges. The general staff and cadres focus on theperformance evaluation of middle-level cadres of colleges and universities. Therefore,establishing the system of performance evaluation which accords with therequirement of scientific outlook in development view not only help strengthen theconstruction of middle-level cadres of colleges and universities management, but alsorelated to the healthy development of higher education, the strategy of developing thecountry through science and education, the strategy of reinvigorating China throughhuman resource development and sustainable development strategy in the mission ofage. This paper proposes a kind of attempt and exploration in order to expectablymake a certain contribution to build personnel management mode in the newsituation.
