This paper focuses on the various problems in the management work of colleges and universities concerning performance assessment (PA) of middle-level cadres, with the deep analysis into how these problems occur and the practice errors. Besides, the paper is to provide advice and suggestions for the PA of middle-level cadres from colleges and universities in our country, even for the personnel management of college cadres, with the angle of completing the PA of middle-level cadres in colleges and universities.This research clarifies some related theories and contents of PA in colleges and universities, with the basis of true evidence and research to get a deep analysis into some emerging phenomena and problems. With the research, we can think about the defects and problems of personnel PA in our country.This paper chooses college Y to get a close research of its PA among middle-level cadres, with a look of operation actuality and questionnaire survey at the existing problems and the reasons at the PA among middle-level cadres in colleges and universities. This paper thinks that the existing problems are mainly embodied in following aspects:the obscure orientation of PA, evaluation purpose is not clear; the participation of people who make the judgment is not wide; the index design of PA is not specific; Examination cycle is not set up reasonably; the feedback form of the PA results and the applied range is not set scientifically. Given the reasons for the above problems, several points are included as the following:the influence of the traditional management system; the influence of traditional management ideas; the contradiction of PA between the systematic and operational; the complexity of the work of middle-level cadres in colleges and universities; the deficient appraisal management theory among the middle-level cadres. In the end, aiming at the problems from the investigation and the causes of the problems, from many angles like the component and structure of the main body of assessment, the index system of examination content, examination cycle of the degree of being scientific, the use and feedback of the assessment result, this paper puts forward specific suggestions and advice. Hopefully, this would be the reference for the innovation and revolution when colleges and universities organize the work of personnel departments, to give help to improve the work performance of the middle-level cadres.The main innovations of this paper lie in as the followings:giving a systemic thinking to the improvement of the PA of the middle-level cadres in colleges and universities, holding a discussion of the combination of some theories and practice concerning the improvement of the PA of the middle-level cadres; putting forward the professional assessment index design concept based on the analysis of jobs, making the concept based on the complete analysis of jobs with more pertinence; aiming at the prominent problems emerging from the results of PA, putting forward the idea that the innovation of feedback form promotes the abundance of feedback content, providing methods instructions and the basis of completing the system of PA.
